Specifications include, but are not limited to: The City of Chino Hills (“City”) invites your organization to submit a written proposal to provide an updated Safety Element and project management services for a City-led comprehensive General Plan update, as well as the creation of zoning overlays to implement the Housing Element. The successful vendor will be awarded a contract for a five-year period. The proposal must clearly demonstrate how your organization would best satisfy the requirements of the City. This written Request for Proposal (RFP) states the scope of the City’s requirements and specifies the general rules for preparing the proposal. The Consultant is expected to perform the following tasks: 1. Provide an update to the City’s Safety Element, creating a document that meets all requirements of state law, with a focus on evacuation planning pursuant to AB 747 and SB 99. This is expected to include mitigation measures that can be added to the EIR dealing with climate adaptability, climate resiliency, and wildfire prevention. 2. Review of the City’s current General Plan, including draft revisions developed by staff to the Land Use; Circulation; Conservation; Parks, Recreation, and Open Space; Noise; and Economic Development Elements. Make recommendations on goals, objectives, and policies to create horizontal consistency within the General Plan, and ensure the General Plan meets all requirements of state law and is compliant with state guidelines. 3. Provide project management services to coordinate with staff and the consultant team, ensuring timely completion of deliverables and adherence to project schedule. 4. Work collaboratively with the City’s primary EIR consultant, EcoTierra, on additional mitigation measures where necessary. 5. Creation of three different Zoning Code amendments that will implement the City Housing Element, including objective development standards and criteria for a Medium Density Housing Overlay, Very High Density Housing Overlay, and Mixed Use Housing Overlay. 6. Provide staff support for public outreach and education, workshops, and public hearings to make presentations before the public, Planning Commission, and City Council.
