Specifications include, but are not limited to: The CONTRACTOR shall submit a proposal outlining their specific approach to the developing, administering, and managing the Monterey County Surface Mining and Reclamation Act (SMARA) Compliance Program in accordance with Public Resources Code Division 2, Chapter 9 (Surface Mining and Reclamation Act of 1975), California Code of Regulations Title 14, Division 2 Chapter 8 (Mining and Geology), and Monterey County Code Chapter 16.04 (Surface Mining and Reclamation). Activities shall include, but are not limited to: 5.1.1 Annual Inspections 5.1.1.1 Perform the annual site inspections for each mine annual site inspections are to be completed from September through November 5.1.1.2 Complete and submit the reports to the Office of Mining and Reclamation (OMR) (form MRRC-1) 5.1.1.3 Send Notices of Inspections to OMR within 30 days of the inspection being conducted 5.1.1.4 Ensure that operators submit Mining Operation Annual Report (form MRRC-2) 5.1.1.5 Communicate any needed corrections to the Mine Operator.
