Capistrano Unified School District (District) is currently soliciting Requests for Proposals from qualified vendors to provide a secure, compliant, and efficient Electronic Health Records (EHR) and Data Management System to support school-based behavioral health services under the California Youth Behavioral Health Initiative (CYBHI). The selected vendor will collaborate with the District to implement a scalable, user-friendly system that securely manages, stores, and analyzes student behavioral health information; supports CYBHI billing; and enables data informed decision making. The solution must be fully compliant with FERPA, HIPAA, COPPA, and California Education Code, and integrate seamlessly with the District's existing information systems. The District reserves the right to reject any and all proposals and to waive informalities and minor irregularities in any proposal reviewed. District may reject any proposal that does not conform to the instructions herewith. Additionally, District reserves the right to negotiate all final terms and conditions of any preliminary agreement entered into with the vendor. District makes no representations that any contract will be awarded to any respondent.
