State ESG funds may be used for the following program components in accordance to State ESG Guidelines. • Street Outreach: Engagement, case management, emergency health and mental health services, transportation, and services for special populations. • Emergency Shelter: Operation funds may be used for maintenance activities that do not add value of the building, essential services, and renovation/rehabilitation (subject to limitations). State ESG does not fund night-by-night shelters. • Homelessness Prevention: (Cap at 10% and will not be standalone activity) Housing relocation and stabilization services and short- and medium-term rental assistance to prevent homelessness. • Rapid Re-Housing: (Required 40% of the allocation): Housing relocation and stabilization services and rental assistance to help individuals and families move into permanent housing. • Homeless Management Information System (HMIS): Participation in and compliance with data collection and reporting requirements.
