REQUEST FOR QUOTE
INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06, effective October 01, 2025.
This acquisition is being conducted using full and open competition.
DESCRIPTION
The US Geological Survey (USGS), Oregon Water Science Center (ORWSC) of Portland, OR, requires satellite communication services for SPOT devices as described in the attached Statement of Work. The USGS requires a base year plus one option year.
RELEVANT INFORMATION
The North American Industry Classification System (NAICS) code 517410 Satellite Telecommunications, and associated size standard $44 million applies to this announcement, along with Product Service Code DE11 IT and Telecom - Mobile Device as a Service.
Service plans MUST provide coverage across the entire state of Oregon in both urban and remote settings.

SUBMISSION OF QUOTES
Quotes shall only be accepted through electronic mail addressed to the Contracting Officer, Elizabeth Adam, at eadam@usgs.gov.
All quote documents required by this solicitation must be uploaded and received in their entirety no later than Thursday, January 15, 2026, at 10:00am ET.
Quotes submitted by hardcopy or any web portal shall not be accepted or considered.
Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors, which include Technical Capability and Price. This may include product literature, references, or other documents, if necessary.
Technical Capability is defined as two-way communication ability, reliability, satellite connectivity, and how the service plans meet or exceed the qualities described in the Statement of Work.
