Specifications include, but are not limited to: The purpose of this Request for Proposal (hereinafter referred to as the “RFP”) is to establish a contract for the Security Operations Center (SOC) program with a Managed Security Services Provider (MSSP). The MSSP will provide over-watch services to the California Department of Technology (CDT) SOC. Over-watch in this solicitation can be defined as monitoring an infrastructure in parallel with an existing monitoring capability (e.g. a Security Operations Center) for the purpose of validating that existing capability and allowing it to mature by ensuring it is capable of detecting all security events that the over-watch provider can. The MSSP will also develop a set of cybersecurity tools to support the SOC and the State’s overall cybersecurity posture. In parallel to the CDT SOC, the contractor will monitor critical security data looking for security events/incidents. These will be communicated to the CDT SOC to compare with those detected by the CDT SOC with appropriate actions and tuning operations.
