Specifications include, but are not limited to: 1. Have five (5) years experience providing unarmed security guard services and show evidence of experience by listing at least three (3) previous contracts of this type and size. References should be from clients who are comparable in scope to HHSA, and must include at least one (1) reference from a government agency. 2. Be licensed by the State of California, Department of Consumer Affairs, Bureau of Security and Investigative Services (BSIS). Unarmed security guards assigned must also be registered with BSIS. Proof of Private Patrol Operators License from the State of California should be provided. 3. Require all personnel to carry a “Guard Card”, as required by the State of California. 4. Ensure that all unarmed security guards are capable of exercising sound judgement under both routine and stressful conditions. 5. Provide performance reports as directed and as necessary for measuring productivity and quality of security services. 6. Ensure security guards have, and are trained in compliance with the BSIS. 7. Ensure that each unarmed security guard wears clean, pressed, un-torn, and properly fitted uniforms at all times. All security guards will wear the same color/type of uniforms at all locations. Unless otherwise noted, security guards will minimally have the following: a. Trousers/skirt b. Shirt/blouse c. Belt d. Socks e. Shoes f. Shoulder patch on both arms g. Rain gear h. Picture identification i. Name tag j. Jacket with Company insignia k. Operational Flashlight l. Cell Phone (issue by the County) 8. Maintain an accurate record showing the name of every employee classification, actual hours worked, wages paid, and any benefits paid to each employee.
