The purpose of this scope of services is to collect, analyze, and submit rental market data to HUD in compliance with the requirements specified in the Federal Register notice. The contractor will conduct a rental market survey, ensure the data collected is recent and prepare a comprehensive report summarizing the findings, methodology, and supporting documentation. Requirements: • Data Collection • Identify and survey a representative sample of rental units within the designated SAFMR/FMR area, ensuring geographic and structural diversity (single-family, multifamily, etc.). • Ensure the data collected is more recent than HUD’s 2022 American Community Survey (ACS) data. • Collect data on gross rents, including shelter rent and utility costs, from at least 100 eligible 0 to 5-bedroom rental units. • Prioritize obtaining recent-mover data (tenants who moved within the last 24 months). • Include ZIP code or Census tract identifiers for surveyed units. • Methodology Compliance • Utilize HUD-approved survey methodologies outlined in Survey Procedures and PHA Rent Surveys. • Conduct data collection via web-based rental survey/listing review, mail surveys, phone interviews, and/or field visits. • Ensure compliance with statistical reliability standards, including proper sample size and margin of error limits...
