The city is open to a wide range and mix of different uses on the site, ranging from entertainment, food and beverage, sports and recreation, arts and culture, specialty retail, community-oriented activities, educational or entrepreneurial activities, agriculture or scientific uses, or other uses that will enliven the property. Some form of outdoor recreation must be included in reuse proposals because of Federal Land and Water Conservation Fund (LWCF) grants used for the park in the past. Use of LWCF grant funds requires compliance with Title 36, Part 59 in the U.S. Code of Federal Regulations. In particular, no property acquired or developed with assistance under section 6(f)(3) shall, without the approval of the Secretary, be converted to other than public outdoor recreation uses.
