The Redwood City Public Works Services Department (City) is soliciting proposals from qualified and licensed consulting firms for conducting a risk and resilience assessment and providing an update to Redwood City’s Water System Emergency Response Plan (ERP). In California, the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW) is the Drinking Water Primacy Agency for all public water systems serving over 200 service connections. Furthermore, in 2018 America’s Water Infrastructure Act (AWIA) was signed into law. This law requires community water systems serving more than 3,300 people to develop or update risk assessments and emergency response plans. One of the operational requirements for a public water system is to “provide a reliable and adequate supply of pure, wholesome, healthful and potable water” (CA Health & Safety Code, Section 11655). Emergency Response Planning for malevolent acts, natural disasters, and events caused by human intervention is an essential part of ensuring customers receive a reliable and adequate supply of potable water.
