Specifications include, but are not limited to: The research component of the Pilot Program will be developed and finalized once the Pilot Program partners have been selected. However, in general terms, Pilot Program participants (and possibly a control group of respondents that are not receiving payments) would be evaluated beginning prior to disbursements and extending approximately six (6) months after the last payment from the Pilot Program. Evaluation efforts would track both quantitative and qualitative metrics and will help inform both local policy making and, more broadly, the refinement of GI as an anti-poverty policy tool.; A. Program Design and Participant Selection: • Collaborate with Pilot Program partners to define the low income eligibility requirements for participants.; • Work with other Pilot Program partners to develop an online application (that can be accessed both through a mobile device or computer) and enrollment process. The application form should be designed to provide the baseline data to randomly select the program participants.; • Work with the Implementation Partner to select the program participants through a randomized lottery system. ; B. Research Methodology: • Design and execute mixed-methods (quantitative and qualitative) research customized to the Pilot Program’s income eligibility guidelines and research questions; • Attend, as needed, Advisory Board meetings to discuss the program’s direction, development, and implementation, including recommendations the Advisory Board may have on research metrics to be used by the Research Partner.; • Develop with the City additional research questions and analysis that measure the potential effects of the Pilot Program on participant’s mental health, public health and overall well-being (e.g. question topics may be related to mental stress and anxiety, and/or sense of housing security, food security, and financial security).; C. Reporting: • Collect data on study participants (treatment and control groups).; • Provide incentives to control group participants to complete a survey every six months.; • Collaborate with other Pilot Program Partners to collect data.
