To streamline the acquisition of construction services, Lawrence Berkeley National Laboratory (LBNL) intends to establish multiple master agreements (MAs) with qualified construction suppliers that can be quickly accessed as needs arise. These MAs would establish the terms and conditions, general and administrative costs, and fees ahead of individual projects.
The term of the awarded MAs will be for five years and the total value awarded under them is estimated to be $1.4 billion dollars.
After the MAs are established, the Laboratory will award individual orders through seeking competitive offers via requests for proposals (RFPs) from the prequalified MA holders. Work for each project will be awarded based on lowest price technically acceptable or simplified best value criteria.
These MAs will be set aside for small businesses. No large businesses will be considered for award. The NAICS Code identified for this acquisition is 236220 Commercial and Institutional Building Construction and the corresponding size standard is annual receipts of $45 Million or less.
