Specifications include, but are not limited to:The contractor will be required to provide the following for operating the REAP and UMP Tenant Outreach Program: a. Outreach Plan. Submit annually, for HCIDLA approval, a work plan outlining the organization’s outreach methodology by identifying staff and detailed methods that would be utilized to successfully inform and educate property owners and tenants about the REAP and UMP requirements. The Tenant Outreach Program work plan shall include, at least the following: holding of on-site meetings with landlords and tenants; disseminating information via telephone, U.S. mail, and e-mail; presenting seminars and group training sessions; and establishing goals for tenant participation and case closures. An average of 50% tenant participation rate is expected program-wide. Contractor(s) shall also be responsible for conducting an average of two site visits during the duration of each case. The contractor(s) shall be available evenings and weekends to provide services under this Agreement.
