Assignment and Closure of Cases. Cases will be assigned to the Contractorwhen the LAHD determines that the property or dwelling unit is accepted into theREAP or UMP programs. The Contractor will provide outreach and educationalservices to the owners whose units are included in the referral; provide advocacythrough counseling and technical assistance with matters directly related toREAP and UMP, including but not limited to facilitating communication with theDepartment's Code Enforcement Division; educating property owners regardingHousing Code violations and explaining the violations which need to be correctedon the property; providing assistance on how to complete the work required;linking property owners to those who can provide the needed services; providingproperty owners with the status of their case; and explaining provisions of REAPand UMP ordinances and regulations. Overall, the Contractor will be available toassist landlords in navigating through the REAP process. The Contractor mayalso be required to perform data entry in any existing/requested LAHDinformation system.Although ultimate case closure is the determination of the LAHD, the Contractorshall be available to assist the LAHD in gaining access to the dwelling unitsassigned to the Contractor for assessing violations if needed
