This request for proposals (RFP) will be used by TAMC to select a consultant or consultant team to provide the following: 1. A “Base Bid Package” that includes: a. a Regional Traffic Crash Database that is linked to a basic crash analytics tool. The system should allow remote access, or some other means of operation without requiring a local server to host the system. The base bid price should include all costs to provide access to the Regional Traffic Crash Database and analytic tool by the TAMC team. The proposal should itemize additional costs associated with providing other member agencies access to the Regional Traffic Crash Database and analytic tool. b. an electronic crash data reporting system so that local agencies can remotely log into the system to meet SWITRS requirements and associated California Crash Reporting System. The records reported should also include appropriate citation data. c. Total costs to install, provide training and technical support, and maintain the system for 3 years with an option to add 2 years of service and technical support. 2. Optional enhancements (i.e., add-on features that are not included in the cost of the “Base Bid Package”) that allow extensive crash analysis or otherwise provide enhanced services/equipment related to crash database analysis or electronic crash and citation reporting. These items should have costs itemized because they may be procured as additional funding becomes available. A copy of the standard TAMC agreement anticipated to be utilized is Attachment A. Any requests to modify the standard contract provisions must be made as part of the request for proposals. A single document will be prepared between the Consultant and TAMC consistent with the provisions of these attachments. It is important that the consultant or consultant team has the capability to work closely with TAMC staff and its member agencies to implement and support the proposed system for a three (3) year period. The consultant or consultant team must be prepared to undertake whatever liaison and meetings are required to satisfy this requirement. TAMC will administer the consultant contract and be the primary contact.
