Specifications include, but are not limited to: The San Gabriel Valley Council of Governments (SGVCOG) is seeking consultant services to complete a needs assessment and develop a broadband strategic plan. The needs assessment will gather the information necessary to develop the broadband strategic plan, which would provide a five-year roadmap for future projects designed to provide service to unserved and underserved households, businesses, and communities (defined as areas where one or more households or businesses are not currently served by a wireline connection that reliably delivers at least 25 Mbps download speed and 3 Mbps of upload speed), ensuring a minimum download/upload speed of 100 megabits per second (mbps). The strategic plan should ensure a commitment to digital equity, prioritizing projects that reduce the digital divide.
