Service Model and Pricing Alignment • Issue: Evaluate the Contra Costa Animal Services’ cost model and San Ramon’s actual service use. • Deliverables: o Collect and analyze service delivery and cost data from the following municipalities: Danville (Contra Costa County) Dublin (Alameda County) Livermore (Alameda County) Pleasanton (Alameda County) San Ramon (Contra Costa County) o For each city, compile: Description of current municipal vs. contracted animal control services External service providers used and scope of contracted services Cost breakdown including: City staffing levels and associated costs Operating budgets: contracts, supplies, equipment, and capital allocations Full contracts for primary shelter and third-party services (e.g., vet care, cremation) Total annual operating budget per agency o Evaluate: Cost efficiency and competitiveness of each city's current model Alternative models using shared resources and/or centralization to reduce cost Feasibility and legal considerations of forming a Tri-Valley Animal Services JPA Consolidation opportunities or hybrid models for service delivery
