Through the Reducing Probation/Parole Violations program, the awarded Contractor shall provide educational materials and training to mental health providers who work with justice-involved mental health consumers in order to build their capacity to comply with the terms and conditions of their release and build the skills and knowledge to help consumers negotiate with their probation or parole officers, ultimately avoiding reincarceration. The awarded Contractor shall staff the Reducing Probation/Parole Violations program with behavioral health-trainers/mental health legal consultants that understand the wide range of revocation drivers, including: terms and conditions of parole and probation, client behavior, probation officer responses to client behavior, and court dispositions The Contractor will develop training curricula to include the following topics, but not limited to: How to work with consumers to understand their forensic history; What terms and conditions they have failed to comply with; How they understand why they have failed to comply; What services they have been participating in to address their mental health and justice involvement risk and needs; What services they are willing to participate in; How to develop a consumer plan to contact probation or parole officer to establish compliance with the terms and conditions of release and avoid “being violated” or having to be booked into jail; How to negotiate and engage directly with the probation or parole officer on behalf of or in partnership with the consumer; How to increase consumer knowledge and comfort in working with legal entities to resolve parole and probation violations
