Capacity Planning o Assess existing organic waste processing, collection, and disposal capacity. o Identify and evaluate additional capacity needs to achieve SB 1383 compliance. o Provide recommendations and implementation strategies to address deficiencies. 2. Collection Services o Evaluate and provide technical guidance on collection methods, routes, and service options. o Ensure alignment of collection systems with SB 1383 mandates, including organics diversion and recycling. 3. Edible Food Recovery o Assist with the development and implementation of a compliant edible food recovery program. o Identify Tier 1 and Tier 2 food generators, establish recovery networks, and facilitate agreements with food recovery organizations. o Provide monitoring, reporting, and compliance support for edible food recovery activities. 4. Education and Outreach o Develop and distribute educational and outreach materials (e.g., banners, pamphlets, mailers, digital media, etc.) targeting residents, businesses, and stakeholders. o Conduct outreach and training on organic waste separation, collection, and edible food recovery requirements. o Ensure all outreach materials meet SB 1383 public education requirements. 5. Enforcement and Inspection o Develop and recommend enforcement policies, procedures, and inspection protocols. o Assist with implementation of inspection programs for generators, haulers, and other regulated entities.
