Phase 1: Property Optimization Analysis An analysis that provides strategies to optimize the utilization of the Opportunity Sites and maximize the Intended Outcomes. The analysis for each Opportunity Site should include, but is not limited to, the following elements: ● Analysis of the physical characteristics of the properties such as size, configuration, topography, compatibility of adjacent uses, and public transportation access; ● Estimated property valuation; ● Recommendations of proposed use(s) for each property that maximize the Intended Outcomes; ● Estimated of one-time and on-going costs and revenue generating potential associated with the proposed use; ● Identification of funding sources that could be leveraged for the proposed building use;
