Services must be fully compliant with all applicable requirements including all District and County of Orange policies and regulations, and all State and Federal laws. MISSION & GOALS The Orange Unified School District is issuing this Request for Proposals (RFP) to parties interested in providing professional consulting services for the OUSD Readiness and Emergency Management for Schools Grant funded through the U.S. Department of Education. Our OUSD staff, community partners, and contractors will help to sustain and institutionalize the plan at each school site and district facility by: A. Addressing and incorporating the four phases of emergency management into our strategic and comprehensive emergency operations plans, tailored to the individual sites, B. Coordinating and strengthening the impact and importance of emergency management among our community partners, C. Establishing specific roles and responsibilities for faculty, staff, students, and first responders, D. Developing sustainable training programs, such as the comprehensive Train-the-Trainer (TTT) program, and creating the on-line interactive emergency preparedness training module,
