Task 1: Existing Conditions This study will begin with an Existing Conditions Assessment to provide a comprehensive understanding of the existing conditions within the study area and lay the foundation for effective resilience planning. It will define the study area and generally assess the natural conditions, such as terrain, climate trends, levee conditions, and traffic patterns. SacDOT will also review and summarize existing plans and policies relevant to the project area, ensuring alignment with broader transportation and resilience goals and preventing redundancy with other established and adopted emergency response plans. Furthermore, SacDOT will summarize essential demographic data, including information on disadvantaged communities, zero-car households, and mobility challenges. By considering the existing transportation network, historical data, communication network analysis, and utilities, this task will identify vulnerabilities and critical needs for multimodal resilience. Task Deliverables Draft Existing Conditions Assessment memo Final Existing Conditions Assessment memo Task 2: Natural Disaster Conditions Assessment Upon completion of the Existing Conditions Assessment, a Natural Disaster Conditions Assessment will provide a comprehensive assessment of the conditions associated with flooding and wildfire events, leveraging data from the Federal Emergency Management Agency (FEMA) and CAL FIRE, respectively. Preliminary analysis has shown that Rancho Murieta is particularly susceptible to limited access from hospitals and most emergency services due to flooding of the Cosumnes River. FEMA indicates that SR-16 could be flooded, presenting challenges during emergency response for flooding events. For wildfires, CAL FIRE has designated the area as a high Fire Hazard Safety Zone, based on fire history, vegetation, predicted flame length, ember production and movement, topography, and climate. These data will be used to assess the impact on transportation infrastructure and emergency response. The Natural Disaster Conditions Assessment will analyze various contributing factors, including temperature, wind, elevation, terrain, climate trends, and human behavior. By considering these factors, the task will provide a risk-based assessment of vulnerabilities of transportation assets and systems to current and future weather events and natural disasters. This assessment will guide the planning efforts by identifying the key factors that shape and impact agency responses to disasters, enabling the development of effective short- and long-range planning activities and investments for multimodal resilience.
