The PRO will accomplish the above objective by adhering to the following tenets: • Optimal, Cost-Effective, Unbiased Services to All Stakeholders: Dispatching and operating in the most optimized manner, yielding the highest possible level of service. ➢ Deployment of technology to optimize operations in as many ways possible, on a continual basis. ➢ Dispatching in accordance with a dispatching protocol and make recommended changes to the dispatching protocol that optimizes the efficiency of operations as approved by the Ports • Safety: Conducting rail operations to the highest safety standards; protecting the lives, health and property of all stakeholders and the public • Environment: Protecting and improving the environment by operating the cleanest feasible locomotive fleet in a safe and efficient manner and by safely handling railcars that contain hazardous cargo; optimizing operations to also minimize locomotive operating hours • State of Good Repair: Maintaining and repairing rail infrastructure to its maximum utility and useful life, whilst minimizing service disruptions • Continuous Improvement: Planning, measuring, and reporting performance within a scheduled cadence. Adjusting the performance of rail operations within the Ports Complex to drive accountability among stakeholders, including without limitation: the PRO, the Class 1 Carriers, terminal operators, and other Rail Industries, and achieve continuous improvement
