Specifications include, but are not limited to: 2.1 Contractor shall provide a classroom training prior to conducting a practical hands-on training session. 2.2 The classroom session shall be conducted for a minimum of 8 hours. The Sheriff shall provide the training room for the classroom session at 5595 Overland Ave., Ste 101, San Diego, CA 92123. 2.2.1 Contractor shall provide all training materials to the Contracting Officer Representative (COR) for review and approval two (2) weeks prior to training. 2.2.2 Training materials provided shall be retained by the Sheriff. 2.3 The practical hands-on tower climbing training shall be conducted the following day after the classroom session for a minimum of 8 hours and shall be conducted at the Sheriff's Technology and Information Center (STIC) tower located at 5575 Overland Ave, San Diego, CA 92123. 2.3.1 The Contractor shall provide all tower rigging equipment needed to conduct the hands- on training. 2.3.2 The climbing equipment and personal protective equipment (PPE) for all students will be provided by the Sheriff. 2.4 The training shall be exclusive only to Sheriff's employees. Contractor shall not bring students/participants outside the Sheriff. 2.5 The training shall be conducted Monday through Friday, 8:00 AM to 4:00 PM San Diego time, excluding County observed holidays. 2.6 Contractor shall be escorted by a County employee at all times while on County premises. SPECIFIC REQUIREMENTS 3.1. The Tower Climber Safety and Rescue Training Course shall include one (1) day classroom session and one (1) day practical hands-on tower climbing training instruction. 3.1.1. The classroom session shall cover the following topics: 3.1.1.1. Understanding legislation and safety standards 3.1.1.2. Pre-climb safety and planning 3.1.1.3. Assessing risks 3.1.1.4. Managing common hazards 3.1.1.5. Using harnesses 3.1.1.6. Using fall arrest lanyards 3.1.1.7. Selecting appropriate anchor points 3.1.1.8. Using fixed fall arrest systems 3.1.1.9. Using work positioning lanyards 3.1.1.10. Using additional fall prevention equipment 3.1.1.11. Developing rescue plans 3.1.1.12. Inspecting rescue equipment 3.1.1.13. Managing suspension syncope 3.1.1.14. Selecting rescue techniques 3.1.1.15. Using knots and “off-weighting” techniques 3.1.1.16. Demonstrating climbing techniques 3.1.1.17. Emergency techniques
