Specifications include, but are not limited to: 2.2 Preliminary Design Services: The preliminary design services may include (at a minimum) site surveys, conceptual design of network topology, and identification of key project/network components as listed below. Site surveys: o Conduct site surveys to collect data specific to the physical environment and project area(s) o Documentation of all findings and any environmental factors that may impact the project and/or network design Conceptual Design of Network Topology: o Develop a preliminary design of the network infrastructure for the project area(s) based on survey results o Identify the location(s) of fiber cables, equipment, or other infrastructure needs in the project area(s) o Develop a high-level topology and infrastructure needs based on the project location(s) and environment Key Network Components Identification: o Identify the required equipment and other necessary devices required for the network 2.3 Detailed Design Services: The detailed design services may include (at a minimum) developing comprehensive engineering and design documents, site-specific drawing packages, work order packages, and implementation plans as listed below. Engineering Design Documents: o Prepare detailed engineering and design documents that specify the network architecture, system configurations, equipment specifications, and system standards o Develop detailed design drawings in AutoCAD or similar tools, including conduit, manhole, and equipment layout Site-Specific Drawing Packages: o Develop site-specific drawing packages that includes detailed drawings, schematics of equipment layout, cabling, and terminations o Prepare as-built drawings, technical specifications, and a Bill of Materials for the network in the project area(s) Work Order Packages: o Develop a work order package that details the installation and configuration of all network components o Provide detailed instructions for installation, splicing, connections, testing, and commissioning Implementation Plans: o Develop a comprehensive implementation plan that includes project scheduling, resource allocation, risk management, and quality control/quality assurance 2.4 Engineering and General Project Support Services: Upon completion of the preliminary and detailed design services outlined above, Consultant may also be asked to provide as-needed assistance with engineering and general project support, including installation, testing and commissioning, troubleshooting, and other general support services as listed below. Installation: o Provide onsite supervision and installation support for network equipment and cabling o Conduct quality control/quality assurance checks to ensure equipment is installed correctly and in accordance with the developed design specifications for each project area Testing and Commissioning: o Conduct end-to-end evaluation, testing, and acceptance of the network for functionality and performance o Conduct performance testing of the network to validate compliance with the developed design specifications and minimum speed requirements Troubleshooting: o Provide technical support for network operations and maintenance, including troubleshooting and resolving problems with network equipment or cabling o Conduct any required audits/reports, upgrades, and system expansions General Support Services: o Strategic consulting services to assist County with developing public private partnerships with service providers o Assist with development of competitive bid packages for construction and projected construction pricing o Prepare final mapping and any other required construction documents
