Specifications include, but are not limited to: • Quantifying the challenges that are leading to parking shortages, such as number of cars in the City owned by residents; • Local and regional transportation facilities; • Existing roadway designs; • Existing traffic signage; • Private property issues, such as converted garages, parking districts, multiple households living in one property; • Illegal businesses operating in residential neighborhoods; • The City’s existing overnight permit parking guidelines. For example, 1) the City’s current regulations allow all residential units up to three yearly parking permits by right/request without any discretionary review, 2) the City allows unlimited daily (up to 3 consecutive days) overnight parking permits for each residence, 3) the City allows up to four weekly overnight parking permits per residence, and 4) the City prohibits commercial vehicles from parking overnight in residential areas; • Identify other issues that the consultant determines that are unique to the City.
