Specifications include, but are not limited to: 1. Grant Application Coordination – The identified ISPs shall clearly state their intention to coordinate as the County’s private partner on any grant applications and comply with any requirements of grant sponsors, including any affordability programs. 2. Matching Funds/In-Kind Contribution for Grants – The identified ISPs shall state their proposed local match contribution for grant application(s) and to the total public project cost, either as cash, in-kind contribution, or both. 3. Permitting – The identified ISPs shall assume responsibility for securing all project permitting. The County may provide reduced cost encroachment permits as part of the public-private partnership. 4. Design Engineering Coordination – The County may fund, procure, and complete full design and engineering and a bill of materials for the project(s) based on the conceptual design and input from the identified ISPs. The identified ISPs shall coordinate and cooperate with the County during the design engineering state to ensure the final design meets the contractually agreed expectations of both parties, can provide the services and utilization as described herein and within any grant applications, and can be constructed within a reasonable budget; and 5. Building the Network – The identified ISPs shall be responsible for building the network and providing advanced broadband services to the County’s residences, government facilities, anchor institutions, non-profits, and businesses. The identified ISPs shall build a fiber network to County owned facilities and shall allow the County to own a minimum of twenty-four (24) fibers on the network.
