Specifications include, but are not limited to: The County of Riverside Purchasing Department on behalf, Riverside University Health System – Behavioral Health, herein after referred to as “COUNTY” or “RUHS-BH”, is seeking proposals from interested and qualified organizations and agencies to provide a 24-hour Mental Health Rehabilitation Center (MHRC), Restorative Transformation Center (RTC), program will be licensed by Department of Health Care Services. A mental health rehabilitation center is a 24-hour program which provides intensive support and rehabilitative services designed to assist persons, 18 years or older, with mental disorders who would have been placed in a state hospital or another mental health facility to develop skills to become self-sufficient and capable of increasing levels of independence and functioning. The RTC will provide a wide range of alternatives to acute psychiatric hospitalization and institutional care based on the principles of community-based treatment. Services will include individual and group counseling, psychiatric services, pre-vocational and vocational assistance, community participation, and linkages to other community services. Program will have specialization in consumers who have been found Incompetent to Stand Trial (IST) or otherwise court ordered to treatment in this facility type. Program will be operated in a County owned facility located at 3950 Reynolds Road, Riverside, CA 92503. Services at this location will be to persons age 18 and above, including transitional aged youth, adults and older adults. The principle goals of the RTC: To establish a reliable and effective means of restoring psychiatric stability of those with felony and misdemeanant-level charges and a serious mental illness and co-occurring diagnosis in the community, rather than in custody. The program will work to provide short- and long-term psychiatric stabilization through the prescription of psychotropic medication, individual and group therapy, peer support, co-occurring services (SUD/MH) other therapeutic services and the provision of non-processing skill building groups.
