Purpose and Description of Services The Department of General Services, Division of the State Architect, is requesting a proposal for a cost estimating consultant (Consultant) to provide program support to review and validate building replacement value data sets submitted to DSA to confirm project cost used in the cost comparison as outlined in CAC Section 4-322. Estimates must be based on all costs associated with the reconstruction, alteration, and/or addition to the existing building, except as specifically amended by CAC Section 4-309 (c). In order to validate estimates submitted to DSA, the Consultant shall provide cost estimating services for various school facility project types for use by the DSA in making the cost comparison. Estimating services shall include all potential scope or disciplines necessary, including but not limited to demolition, site preparation, earthwork, all types of building construction materials, electrical, mechanical, communications, special construction etc. Comparison estimates created by the Consultant shall: Provide a per unit construction cost so that the cost comparison can be reflective of a representative building of the same size as the existing building subject to the proposed reconstruction, alteration, and/or addition. Be based upon the current cost of construction appropriate to the region where the building is located, and in compliance with current Title 24, Part 2, California Building Code (CBC). Be separated by the geographical locations of the DSA Regional Offices located in Oakland, Sacramento, Los Angeles, and San Diego (See RFP Attachment 11, Sample Agreement, Exhibit A, Attachment 1 for DSA Regional Map). Not include escalation for projected increases in construction cost over time but shall be considered in current industry costs. Provide equivalent level of detail to estimate being validated, use DSA templates in either MasterFormat or Uniformat II as determined by the estimate being validated. The Consultant shall provide various cost estimating services as needed to support DSA’s economic impact analysis related to DSA code proposals for accessibility regulations for all public accommodations and public housing and other Title 24 regulations (Parts 1-11) for K-12 public school and community college construction. Estimates provided for these purposes may be in either MasterFormat or Uniformat II. The level of detail for these estimates will be as requested. Consultant agrees to provide all necessary expertise and services to professionally and diligently deliver the scope of work. Additional scope of work to include the ability of the Consultant to be available to assist the department on an on-call basis as needed to respond to the following: Provide updates to the cost estimating data set templates as needed to maintain relevancy to trends occurring in the market, or atypical events possibly impacting costs. Provide analysis of project cost to replacement value to validate a cost comparison submitted for a specific project Provide services that could include, but not be limited to, special cost reports and cost- benefit analyses. Inform and advise DSA during the regulatory process as DSA proposes amendments related to CAC Section 4-309c, Item 1 and various code proposals as stipulated in Item 3. Attend meetings, either virtual or in person, at the behest of DSA, as needed and directed to perform the work or support DSA during rulemaking. Consult, as necessary, with the DSA Headquarters Management, DSA Regional Managers, representatives of the DSA’s client K-12 and Community College Districts and DSA stakeholders regarding the work of this RFP. Contract for or employ at Consultant’s expense, subconsultants to the extent deemed necessary for the work. Provide a professional level of review of all deliverables to assure quality, technical accuracy, and the coordination of all documents furnished by the Consultant under this Agreement. Consultant shall, without additional compensation, correct or revise any errors or omissions in its documents and other services. The anticipated contract term for this agreement shall be three (3 years). The Proposer’s rates will stay in effect for the entire contract term. The Proposer’s required services are provided in Attachment 11, Sample Standard Agreement and Exhibits. The winning Proposer will be required to adhere to all Agreement terms as indicated in Attachment 11, Sample Standard Agreement and Exhibits.
