Specifications include, but are not limited to: A. Broadband Trends and Technology Review. Present a review of current and projected future trends in broadband technologies and connectivity, the industries they support, and cities’ role in providing broadband access in their communities. B. Existing Service and Infrastructure Analysis. Document the incumbent internet service providers (ISPs) and mobile device service providers currently serving residents, businesses, organizations, and visitors in the City of Pinole. Provide a clear picture of the state of broadband in the community and planned enhancements by existing service providers. C. Gap Analysis. Determine whether there is a gap between broadband connectivity currently available in the City and modern connectivity standards appropriate for a community like Pinole. D. Public Assets Analysis. Complete an analysis to evaluate whether existing public assets (e.g., light poles) and/or right of way could be used to facilitate broadband network construction and operation. E. Enhancement Options. If there are gaps in broadband access currently available in Pinole and modern connectivity standards, identify and assess potential City interventions (including public-private partnerships) with respect to the following: 1. Enhancement in availability, speed, and cost for residents (including currently underserved residents), businesses, organizations, and visitors 2. Estimated Cost 3. Potential net revenue to City 4. Service model and potential partners 5. Potential grant funding 6. Steps, timeframe and estimated cost per phase to implement F. Recommended Next Steps. Based on the enhancement options analyzed, recommend appropriate next steps, if any, that the City should take regarding broadband. G. Draft and Final Report. Include information (A-F above) in a draft report for staff review and feedback. Develop a final report. H. City Council presentation. Present findings at a City Council meeting.
