Task 1: Review the District’s 2016 Sanitary Sewer Maintenance Plan (SSMP) Update and Audit. Task 2: Prepare the 2022‐2025 Sanitary Sewer Maintenance Plan (SSMP) Audit: a. Document current management and compliance of the sewer program based on review of practices and proceduresfrom written documents and discussions with Districtstaff, including an evaluation of the implementation and effectiveness of the SSMP. b. Identify deficiencies in the current management of the sewer program in compliance with the 2022 Sanitary Sewer System Water Discharge Requirements (SSS WDR). c. Recommend improvements in the management of the sewer program to ensure compliance with the 2022 SSS WDR. d. Conduct meetings with District staff as needed to gather information and present/gain consensus on recommended sewer program improvements. e. Prepare a draft of the 2022‐2025 SSMP Audit that meets the requirements of the 2022 SSS WDR. District staff shall review draft report and provide comments. Consultant shall incorporate comments into a final draft report. f. Provide the final audit report to District staff for submittal into CIWQS Sanitary Sewer System Database that includes: The audit findings and recommended corrective actions; a statement that sewer system operators’ input on the findings has been considered; and a proposed schedule for the District to address the identified deficiencies per the 2022 SSS WDR. g. In developing the audit report, the final deliverable should be editable, to be utilized for future audits by District staff. Task 3: Prepare the 2026 Sanitary Sewer Maintenance Plan (SSMP) Update: a. Prepare the 2026 SSMP Update based on the findings and recommendations from the 2022‐ 2025 SSMP Audit and per the requirements of the 2022 SSS WDR. b. In October 2023 the Port prepared its Spill Prevention Control and Countermeasure Plan (SPCC) in compliance with the 2022 SSS WDR. The current SPCC shall be incorporated by reference into the 2026 SSMP Update. c. Conduct meetings with Port staff as needed to support the preparation of the report. d. Prepare a draft of the 2026 SSMP Update for Port review and comment. Consultant shall incorporate comments into a final draft report. e. In developing the SSMP Update, the final deliverable should be editable, to be utilized for future updates by Port staff. f. The consultant shall provide two (2) trainings for the Port staff on the SSMP update.
