Specifications include, but are not limited to: .3.1 The Contractor shall be capable of preparing analyses and documents pertaining to planning, state reporting requirements, and low and moderate income housing assistance. 3.3.2 The Contractor shall include the following in the scope of analyses: - Redevelopment plan adoption and plan amendment services, preparation of housing production plans, - Analysis of inclusionary housing requirements and replacement housing requirements, - Implementation plans, and - Preparation of Statements of Indebtedness/Reconciliation Reports and State Controller reports. 3.4 Economic Development Program/Policy Evaluation 3.4.1 Contractor shall be able to conduct assessments of various economic development programs and policies that may be considered by the CDC. 3.4.2 The Contractor shall, at the Commission's request, include in the assessments the following: feasibility, financial, effectiveness, and cost-benefit analyses
