The Riverside County Transportation Commission (RCTC) invites Statements of Qualifications (SOQs) from qualified prospective entities (“Proposers”) interested in submitting SOQs for the SR-91 Eastbound Corridor Operations Project (Project). RCTC seeks interested entities for the development and completion of the Project which consists of adding an operational lane on eastbound SR-91 from State Route 241 general purpose connector to the State Route 71 Connector auxiliary lane in the vicinity of the Green River Road Overcrossing. RCTC anticipates delivery of the Project through a progressive design-build contracting and delivery method where a private sector partner participates in early project definition, preliminary design, project pricing, and partnering with RCTC to evaluate and plan the Project. The scope of Work under the Contract will be performed in two distinct phases under a single Contract. The Contract will initially relate only to Phase 1 and may be amended to include scope and certain other specified terms for Phase 2.
