Specifications include, but are not limited to: The Business Infrastructure Consultant shall perform all of the following tasks/activities:1. Create IT specifications that clearly describe Program business requirements and coordinate Program activities with other IT projects to ensure that these initiatives support applicable Program business requirements 2. Document the requirements for developing, delivering, and sustaining a technical infrastructure that supports statewide QM and Patient Safety Program activities 3. Create centralized data systems and manage external data streams to effectively and efficiently support development of IT-related tools designed to help CCHCS achieve full implementation of the QM Program 4. Support Program in designing a data management system to verify that data used are reliable, validate that Program output meets clearly defined requirements, and develop a process to effectively manage data related issues and changes that impact Program data, tools, and reports 5. Support Program in securing access to new statewide data sources and expanding and automating reporting Program capabilities (e.g. scheduling system (MEDSATS) an delectronic health record (EHR))6. Support Program in ensuring that systems and processes are in place to effectively run a statewide QM Program in addition to supporting initiatives to fully implement a Quality Management and Patient Safety Program at every CDCR adult institution 7. Support Program in periodic updates of CCHCS' Performance Improvement Plan by identifying healthcare delivery system improvement opportunities using CCHCS data sources and community standards 8. Support Program efforts to verify whether CCHCS activities contribute to measurable CCHCS performance improvements per CCHCS' Performance Improvement Plan and CDCR Strategic Objectives 9. Support Program's efforts to advance institution improvement processes by facilitating/supporting implementation of CCHCS' Primary Care Model through development of local Performance Improvement Work Plans 10. Support Program's role in meeting court-ordered reporting requirements
