Specifications include, but are not limited to: 1. Fence Installation: A. Contractor will install and maintain a 10-foot high, 20 strand wire, non-lethal, pulsing, solar-powered 12-volt, inner perimeter fence made from steel wire and steel poles. Fence shall be installed around the perimeter of the facility as depicted by the yellow line in Exhibit A, Attachment 2, Facility Map.; B. Fence shall be placed six to 10 inches (6”-10”) inside the entire perimeter of the current existing chain link fence and gates that are at the CAL FIRE Davis Mobile Equipment Facility.; C. The fence shall have a wire every six inches (6”) from ground level to 10 feet high with spring extension ability.; D. The fence shall use a non-lethal capacitor system that is powered by solar energy and uses 12-volt batteries with remote cellular monitoring. The electrical shock will be 7,000 volts that pulses every 1.3 seconds.; E. Contractor shall provide at least three (3) batteries, all cellular equipment, and as many solar panels as necessary to support the fence operation in the winter on an overcast day with low light from 7:00 a.m. to 5:00 p.m.; F. Contractor shall provide security lights and alarms that are activated when a fence breach occurs every 125 feet for the entire perimeter of the approximately 3,684 linear feet of fencing at the Davis Mobile Equipment Facility.; G. Contractor shall provide five (5) gate entry points to the Facility, as depicted by the blue highlights in Exhibit A, Attachment 2, Site Map.; a. The main entrance gate at 5950 Chiles Road shall be inset and have an emergency keypad to open the gate for emergency personnel that will arm and disarm the fence.; b. Two (2) double-swing gates are located along Chiles Road.; c. One (1) double-swing gate is located between the Davis Mobile Equipment Facility and the Lewis A. Moran Reforestation Center (LAMRC), located at 5800 Chiles Road.; d. One (1) double-swing gate is located on the southeast point of the area that allows access to the southern LAMRC nursery area.; e. Each gate shall be able to be disarmed without disarming the entire fence.; H. Contractor shall provide a software application that will control the energizing of the electrical fence and the ability to check the perimeter at any time. The application platform should support both Apple and Android users.; I. Fence shall be placarded on the outside wit;h warnings of “7,000 Volts” every 30 feet in Spanish and English alerting the public of the electric presence.; J. The fence shall have a wire every six inches (6”) from ground level to 10 feet high with spring extension ability.; K. The main gate for the facility is inset off Chiles Road where the public enters the facility. This entrance shall have a remote keypad for disarming the system for facility emergencies and operational needs of CAL FIRE.
