Task 1 | Existing Conditions Analysis a) Collect job descriptions and documents detailing current and historical organizational structure and provide an inventory of core responsibilities and services b) Identify staff and program functions while documenting routine and major tasks, activities, and processes. c) Identify the technology used by and/or available to staff. d) Document observations about current operations to provide suggestions for Capital improvement project planning and delivery improvement e) Propose jurisdictions for comparative analysis that are of similar size and characteristics, including, but not limited to, geography, population, economics, development, and service delivery profile. Task 2 | Organizational and Operational Assessment and Comparative Analysis a) Compare department tasks, activities, processes, technology and organizational structure to other jurisdictions. The analysis should include output statistics and staff characteristics (responsibilities, experience, supervisory ratio, staff-to-contractor ratio, retention, etc.). b) Evaluate the staff resources needed to conduct the Department’s core functions given the current and anticipated level of capital improvement budget and construction activity. c) Evaluate current support roles (e.g., administrative staff, analyst) d) Review strategic oversight, specifically should Building Division remain with Public Works.
