Program Design – The resulting contract will secure legal representation for the county in child welfare dependency hearings and conservatorship proceedings. The selected lawyer or law firm will be responsible for providing expert legal counsel and advocacy in matters concerning child abuse, neglect, and dependency cases, while ensuring compliance with state and federal laws, including the Indian Child Welfare Act (ICWA). Additionally, the program will require the representation of the county in probate matters related to conservatorships for minors and adults, particularly those with mental health or developmental disabilities. The lawyer or law firm will be expected to collaborate with county staff, social workers, Tribal representatives, and other stakeholders to ensure effective outcomes and the protection of vulnerable populations. Project Objectives – Provide expert legal representation to HHSA in child welfare juvenile dependency, Lanterman-Petris-Short (LPS) conservatorship, and probate conservatorship court proceedings. The proposal should emphasize high ethical standards, confidentiality, cultural sensitivity, and the ability to navigate complex legal issues in both juvenile dependency and conservatorship cases.
