1. Kick-off meeting with FOWD staff to review the scope of services, identify initial data needed to begin work and methods to obtain data. Develop a detailed work plan and schedule to provide to FOWD project manager. The kick‐off meeting is to be in person at FOWD office. 2. Meet with staff at a bi-monthly meeting to provide a status report, or as determined to be needed by FOWD project manager. 3. Update the UWMP outline per the CA State requirements and 2025 DWR Guidebook. 4. Gather data required to prepare for the 2025 UWMP. 5. Develop the FOWD 2025 UWMP sections required for urban water suppliers meeting all requirements of all codes and the 2025 Guidebook. 6. Review and update the FOWD UWMP Drought Risk Assessment, Water Shortage Contingency Plan, and Urban Water Use objective goals. a. Propose the most efficient means to implement Water Conservation and Rationing Plan Rule to meet those sections’ requirements. b. Create a cross-reference table for matching sections. c. Review any UWMP requirement gaps with FOWD staff. d. Obtain staff approval and prepare the required sections for the 2025 FOWD UWMP. 7. Coordinate outreach to community stakeholders and local water agencies meeting all 2025 UWMP requirements, which may include but are not limited to: a. Prepare public notices. b. Plan submittal to all appropriate State, local agencies, and stakeholders. c. Document outreach activities. d. Provide FOWD staff with documentation of all necessary outreach activities. 8. In conjunction with District staff, prepare and present up to two (2) presentations to the Board of Directors and the public at regularly scheduled Board and/or Committee meetings, in person. The purpose of these presentations will be to solicit Board and public input well in advance of developing a Final Draft UWMP. 9. Update the 2025 UWMP based on staff comments and Board/public input. a. Complete DWR’s checklist and tables and include appropriate UWMP page numbers. c. Submit the Final Draft 2025 UWMP to FOWD Project Manager in electronic format, pdf, and Microsoft Word. 10. In conjunction with FOWD staff, coordinate the 2025 UWMP adoption. a. Assure notice of public hearing requirements are met. b. Prepare and present the UWMP, WSCP, and any supporting information to the FOWD Board at a FOWD Board meeting for public adoption. Presentation must be in person. c. Document public outreach and Board adoption from the meeting and provide to FOWD staff.
