a) Perform visual inspections of trees using the Tree Risk Assessment Qualifications (TRAQ) method of tree inspections using a Field Maps based data file. Complete detailed inspections on REU’s 300 miles of overhead lines within Tier 3/2 high fire threat areas and entirety of REU electrical system. Priority will be given to Tier 3 first followed by Tier 2 and subsequently all remaining overhead lines; see mileage data in Section I. b) Document all inspections on a tablet using appropriate software to encompass all Requirements of Redding Electric Utility (REU) as well as California Public Utilities Commission General Order 95 (G.O. 95) tree clearance requirements for Tier 3/2 and remaining areas. G.O. 95 Rule 35 including Appendix E, Case 13, Table 1 radial clearances will be used for non-high fire threat areas where practicable. Case 14, Table 1 radial clearances will be used for Tier 3 and Tier 2 high fire threat areas where practicable. c) The Contractor will follow the REU tree policy guidelines during all inspections which includes no overhangs on 115kV lines and maintains a minimum clearance of 15 feet for overhangs on 12kV lines. d) The Contractor will be required to inspect low-voltage secondary services attached to homes and businesses, looking for “strain and abrasion” per G.O. 95, Rule 35. They will also be required to inspect secondary conductors from structure to structure (i.e., pole-to-pole). e) Contractor shall supply all labor, transportation, equipment, deliverables, incidentals, and mobilization to complete the job as described herein.
