The respondents selected for this management services contract shall be responsible for the following general property management tasks and services, including but not limited to: • Development and implementation of a management plan and resident rules and regulations for day-today operation of the development. • Provide on-site management 24 hours a day to have charge of the apartment property. • Include and oversee a Resident Services Coordinator (RCS) as part of the management team. The RSC is responsible for coordinating, advocating and obtaining services for residents to support them in achieving long-term housing stability, independence, self-sufficiency, community integration and wellness in the community. • Facilitate the execution of leases, rental agreements, amendments, renewals and cancellations with existing tenants and future tenants and collect monthly rent payments. • Facilitate eviction of non-paying tenants and tenants who violate terms of the lease agreement when necessary. • Ensure that the rents meet California Department of Housing and Community Development's definition of affordable and that all tenants are eligible persons and are income-qualified pursuant to the instructions provided by the City of Carlsbad on affordability. • Establish positive resident relations and promote harmonious relations among residents, housing personnel and representatives and the neighboring community. • Resolve resident complaints on a timely basis and within the guidelines of the Resident Grievance and Appeals procedure. • Create affirmative marketing plans and tenant selection procedures that ensure that prospective tenants are not discriminated against due to their race, religion, national origin, familial status, etc. • Ensure compliance with the Fair Housing Act/fair housing regulations and address any related complaints or concerns. • Hire and supervise the work of a property manager who lives on-site and is responsible for arranging for the routine maintenance and minor repairs of the property, including janitorial and landscaping services. • Develop accurate and concise operating budgets including costs for general maintenance, repair and compensation; each operating budget shall include suggested capital improvements and detailed narrative recommendations for the improved operation of the properties covered. • Develop and oversee capital improvement projects in compliance with state and federal labor laws, including undergoing a capital needs assessment, establishing a priority project list, budget and schedule, and coordination with City. • Submit monthly revenue and expenditure reports to the City of Carlsbad. • Maintain accurate records pursuant to the United State Department of Housing and Urban Development requirements including procedures for reporting monthly rent collections, enforcing the terms of the rental agreements, annual income and rent recertifications, and annual inspections of the units to ensure compliance with Housing Quality Standards, and transmit said records and reports to the City of Carlsbad on a regular basis. • Ensure that the property is well maintained, provide safe and sanitary living conditions, perform necessary repairs and address any tenant issues. • Identify and address emergency situations immediately and provide follow-up to the City of Carlsbad staff as soon as possible thereafter.
