Phase 1: Phase 1 includes the initial assessment of feasibility for creating the PBID/BID for the Midtown commercial district and pre-feasibility data collection and analysis for the Westside commercial district. This will include, but is not limited to, attending meetings, touring the site area, a preliminary benefits assessment, a needs checklist, and a general project timeline for the Midtown Business District. Phase 2: Phase 2 includes the analytical work required for reviewing and understanding the services, budget development, businesses/properties to be assessed, and quantifying the general and special benefits for the Midtown Business District. Phase 3: Phase 3 includes the legal process to establish the PBID/BID for the Midtown Business District. This will include, but is not limited to, the development of ordinances, the Management Plan, the Engineer’s Report, and then concluding with the Petition and Ballot. The ballot process is anticipated to be completed before or by May 2025. Optional Phase 4: Phase 4 will include pre-feasibility research, site visits, outreach meetings, and touring the area to determine potential geographic boundaries, analysis of business and property characteristics, and evaluation of level of business engagement for potential district formation for the Westside Commercial District.
