Specifications include, but are not limited to: The Orange County Transportation Authority (Authority) invites proposals from qualified consultants to Create a pilot training program aimed at local agency staff to handle the technical demands of the Regional Traffic Signal Synchronization Program (RTSSP or Project P). The Orange County Transportation Authority (OCTA) releases a competitive annual call for projects for the Regional Traffic Signal Synchronization Program (RTSSP or Project P). Each funded RTSSP project involves participation by local agencies, such as signal timing and design plan reviews. OCTA endeavors to establish a program to provide eligible local agency staff with recurring technical and administrative training in support of the RTSSP. Generally, eligible participants include staff from the 34 cities in Orange County and the County of Orange Public Works. OCTA is seeking a qualified firm (CONSULTANT) to create and manage a pilot training program available to local agency staff. At the end of the pilot, the CONSULTANT shall deliver a report to detail lessons learned and components necessary for a countywide training program in support of the RTSSP. The pilot program may include the following services: Research and Compilation Using recent surveys, reports, studies, and experience with agency staff, the CONSULTANT shall develop a list of training topics that will benefit Orange County local agency staff in support of OCTA’s RTSSP. At a minimum, the technical topics shall include signal timing, signal equipment maintenance, traffic signal design, and basic Ethernet networking. The CONSULTANT shall verify the list of potential training topics with OCTA prior to commencing research and compilation of classes. There are many well established free and paid training classes/programs around the world. The CONSULTANT shall identify relevant training classes/programs in the upcoming 18 months and compile them into a searchable/sortable database that will be accessible by all agency staff. At a minimum, the classes shall be sortable by date, topic, PDH/CEU credits offered, relevant fees, and location. This database should be updated monthly for the duration of this pilot. Agency staff should have the ability to browse and sign up for classes at their convenience. The CONSULTANT shall design the database so that it is also tracking the number of agencies who took advantage of these classes and number of classes that were attended. Program Development and Support The CONSULTANT shall create and execute this pilot training program. Eligible participants include staff from the 34 cities in Orange County and the County of Orange Public Works. On-call consultants, staff support, and/or extension of staff are not eligible for this pilot program.
