The California Department of Justice (DOJ), California Justice Information Services (CJIS) Division, Enterprise Services Bureau (ESB), Project Management and Procurement Branch (PMPB) is responsible for providing project management services for Information Technology (IT) Projects. The DOJ seeks a qualified Contractor to provide training support for Executives and Project Management staff on IT Project Management Practices (Processes, Procedures, Policy) and IT Project Management Topics (e.g. risk/issue management, stakeholder management, change control, governance, etc.). The Contractor will provide training support in various forms including but not limited to the following: 1:1 Individual Mentoring/Coaching. The individual coaching to the Project Managers may include but is not limited to: attending meetings and providing feedback/guidance/recommendations, holding 1:1 regular meetings with the Project Manager(s), reviewing and providing feedback/guidance/recommendations on project deliverables. Remote Support. The Contractor will conduct virtual mentoring sessions via Teams for select project management staff. Consultant will also be available to review project documents and plans, answer questions, and discuss emerging issues. Ongoing training/mentoring will be coordinated with individual project managers’ schedules to occur approximately every two weeks. Attending onsite meetings – As required. Each project manager coached is expected to receive a minimum of 1-3 hours per month of remote coaching, which includes scheduled mentoring sessions as well as reviews of charters, plans, risk logs, status reports, change orders, and vendor contracts as requested by the DOJ Project Manager. Project Management (PM) workshops. Delivery of the training workshops will occur in various settings; individual, group and self-paced. Custom video-based training. The Contractor will also develop repeatable video-based training that can be recorded and which DOJ can offer as courses to be taken at any time. The training will teach staff necessary project management principles related to their role/responsibility on an IT project (e.g. Executive Sponsor and other stakeholders) as well as best practices and industry standards on how to manage the Department’s projects, programs and portfolios consistent with the principles and practices promulgated by Project Management Institute’s (PMI) Project Managed Book of Knowledge (PMBOK), Project Approval Lifecycle, and System Development Lifecycle. The resulting Contract is allowable under Government Code 19130(b)(3) where personal services contracting is permissible when “the services contracted are not available within civil service, cannot be performed satisfactorily by civil service employees, or are of such a highly specialized or technical nature that the necessary expert knowledge, experience, and ability are not available through the civil service system.” The DOJ does not currently have sufficient available qualified staff with the in-depth knowledge and experience that is required to efficiently and adequately meet the needs of the DOJ.
