The consultant's role will be to provide the Town project management and design services to assist in the development of a master plan, CEQA analysis, conceptual design documents (including preliminary cost estimate/budget, scope and schedule documents), identification of opportunities for public-private partnerships (PPPs) and grant funding opportunities, and related community outreach plan to support future redevelopment of the Town Hall site which will incorporate the following components: • Modernized Town Hall and Council Chambers • Increased office space for Town staff • Modernized Police Station that accommodates unique operational needs including secure areas, evidence storage, specialized equipment needs, and requirements of the Department of Justice (DOJ). • Indoor Community Space (meetings, recreation, social, etc.) • New Housing (16 units) • Improved on-site parking • Outdoor community gathering space/park • Preservation of/relocation of Centennial Park & Veteran's Memorial • Evaluation of potential opportunities identified in community outreach, including, but not limited to: o Additional land acquisition(s) or sale(s) o Inclusion of Central County Fire Department (CCFD) Administrative Offices o Town Emergency Operations Center (EOC)
