The City of Chula Vista (“City”) invites Statements of Qualifications (“SOQ”) and Technical and Fee Proposals for progressive design-build services for its renovations of the Civic Center and South Library Branches (“Project”). This is a Public Works Department project, but it will involve significant collaboration and input from the Library Department leadership team. The City’s public library system is dedicated to building connections, promoting literacy, and engaging the community, and has three local branches. The Public Works Department is responsible for providing and managing the City's infrastructure and open space through high quality operations, maintenance, and construction in order to optimize mobility, public and environmental health, and safety. The City Library System was awarded a grant through the Building Forward Library Facilities Improvement Program. The Building Forward Program is the largest single investment made by the state in California’s public libraries. The equity-based grant program helps pay for capital projects for public library buildings that address critical maintenance needs, improve energy efficiency and sustainability, extend digital access, and expand physical access to library facilities. The project involves two library renovation sites: the Civic Center Branch Library, located at 365 F St, Chula Vista, CA 91910, and the South Chula Vista Library Branch, located at 389 Orange Ave, Chula Vista, CA 91911 – each branch will receive half of the total funding. The project anticipates major renovations at each branch, detailed below. These library branches are integral to the well-being of the City as they provide educational resources to connect and enrich a community of over 275,000 residents. This renovation should further these goals in the most cost effective and environmentally friendly manner possible.
