This project involves the construction of a 16-bed Adult Residential SUD Treatment Facility (“SUD Facility”) with an American Society of Addiction Medicine (ASAM) designation from DHCS to provide Level 3.2 Withdrawal Management services and Level 3.5 High Intensity Residential Treatment with Incidental Medical Services (IMS). This facility will expand access to critical treatment services within the County, providing a structured, medically supported environment for individuals with complex behavioral health and substance use needs. The SUD Facility will be constructed on a 1.9-acre parcel of County-owned land located at 1319 S. Clark Road, El Centro, CA 92243 (Assessor’s Parcel Number 054-510-012). The site currently contains three existing structures that require full demolition and environmental abatement. In preparation for the new facility, significant infrastructure upgrades must be undertaken, including the installation of new underground electrical service, a sewer lift station and force main, upgraded water and gas lines, and new telecommunications systems. The newly constructed SUD Facility should total approximately 9,800 to 10,000 square feet. The SUD Facility will provide a full spectrum of evidence-based residential treatment services, including group and individual counseling, care coordination, patient education, family therapy, crisis intervention, MAT, medication services, and individualized treatment planning. This Project represents a vital step toward strengthening the local continuum of care and ensuring timely, accessible treatment for individuals living with substance use disorders in Imperial County.
