The Board of Directors of the California Hope, Opportunity, Perseverance, and Empowerment (HOPE) Program (“Board”) solicits proposals from qualified firms and/or organizations to serve as the Program Administrator to provide investment and administration services for the HOPE Program, who will implement and manage HOPE Accounts for eligible children in California. The Program Administrator must offer investment option(s) that meet the requirements and needs of the Program, seamless administration and recordkeeping, and a user-friendly, multilingual mobileoptimized website that provides program information. All infrastructure created to provide the services in this RFP must be operational by Program launch no later than March 1, 2026
