The Town of Hillsborough is seeking a qualified and experienced consultant (firm or individual) to provide comprehensive project management services for the planning, entitlement, and design of the Town-owned 20.9-acre Tobin Clark site. The selected consultant will act as the Town’s lead representative during the initial project phases, overseeing all aspects from master planning through final design. The selected Project Manager (PM) will be responsible for coordinating and managing the entire development process, including but not limited to: • Development and coordination of a master plan for the site • Oversight of the CEQA/environmental review process • Management of the conceptual design phase, including: o Preliminary cost estimates o Draft scope and phasing plans o High-level project schedule • Identification and evaluation of public-private partnership (P3) opportunities • Research and recommendation of applicable grant funding sources • Development and implementation of a community engagement strategy tailored to the site’s context and political sensitivities The consultant will be expected to lead a coordinated, strategic process that navigates: • Complex site constraints including limited access and utilities • Ongoing negotiations with the College of San Mateo and the City of San Mateo • Robust and potentially contentious community and stakeholder engagement • Compliance with the Town’s commitment to producing a minimum of 100 housing units, including: o 44 units for Very Low-Income households (0–50% AMI) o 6 units for Moderate Income households (80–119% AMI) o 50 units for Above Moderate-Income households (120%+ AMI) At the Town’s discretion, the contract may be amended or extended to include bidding, construction oversight, and project delivery. The Town reserves the right to reevaluate or reprocure these services as the project progresses.
