Specifications include, but are not limited to: The CITY of Beaumont (CITY) is seeking proposals from qualified firms (Consultant) interested in providing Professional Environmental Consulting Services for the Oak Valley Parkway Expansion Phase II project located at the Route 10 interchange 2.5 miles east of Cherry Valley Boulevard to 1.1 miles west of the Route 60/10 Separation. The requested professional environmental consulting services shall focus on the expansion of Oak Valley Parkway from Desert Lawn Drive to the new Department of Transportation (CALTRANS) eastbound exit ramp, formerly Desert Lawn Drive adjacent to Route 10. The CITY is in the process of preparing Preliminary Design plans for the I-10 and Oak Valley Parkway Interchange Project. The Project will reconstruct the I-10 and Oak Valley Parkway Interchange ramps and widen the Oak Valley Parkway in the CALTRANS right-of-way to increase the capacity of the general area to reduce local street congestion and accommodate projected growth in the area. A Project Study Report (PSR) was prepared and approved in December 2009 for conceptual designs. The Oak Valley Expansion Phase II project will also widen a section of Oak Valley Parkway between Desert Lawn Drive and the new eastbound exit ramp (formerly Desert Lawn Drive adjacent to Route 10) to accommodate the new interchange improvements. The CITY is seeking environmental consulting services to provide technical support in determining the environmental impacts for this component. All services provided by the Consultant shall be performed by individuals who meet the qualifications, education, and certification/licensing requirements for the position. The successful Consultant shall also have the resources to provide cost effective and timely services, including providing customer service to the CITY. Qualified firms that submit a proposal will be evaluated in accordance with the requirements defined within this RFP. Upon successful negotiations with the CITY, the selected firm will provide professional environmental services for the Oak Valley Parkway Expansion Phase II as described in the scope of this RFP.
