Task 1 – Develop Design Criteria and Basis of Design 1. Review existing site drawings, record drawings, and operation of the heating, ventilation and air conditioning (HVAC) systems at Del Valle Water Treatment Plant (DVWTP) and Patterson Pass Water Treatment Plant (PPWTP), and treatment process operation and applicable control philosophy for PPWTP. 2. Perform an evaluation of the existing HVAC systems and building layouts at DVWTP and PPWTP and provide recommendations on a proposed HVAC system type (central air, mini-splits, variable air volume system, boiler, etc.) and equipment to be replaced/added/omitted for each site. A technical memorandum (TM) should be developed memorializing the evaluation and recommendations. 3. The project design shall include, but not be limited to, the following improvements shown below. Consultant shall review scope below and work with Zone 7 to determine if a phased approach would be utilized, with the highest priority assigned to the PPWTP HVAC portion of the work. a. New primary HVAC systems for the control buildings at DVWTP and PPWTP. New HVAC equipment to be designed and placed to minimize disturbances to the building – register locations should generally be the same, and ducting should be evaluated for reuse. Replacement of the PPWTP HVAC is the highest priority for the project. Temporary facilities should be included in the design to facilitate continued operation of the DVWTP and PPWTP while construction is active. See task k for related scope. b. New secondary, redundant, HVAC systems for the server rooms at DVWTP and PPWTP. c. Renovation of the PPWTP breakroom and kitchen, including new cabinetry, flooring, appliances, furniture, etc. Design should be focused on maximizing usability and durability. The existing floor plan is not to be expanded. Temporary facilities should be included in the design to facilitate continued operation of the PPWTP while construction is active.
